Jaya Bharath Reddy Committee stated that nearly 59,000 non-local employees were working in Telangana. Out of these, most were found in Khammam and Hyderabad. In the rest of the districts of Telangana, there were also large numbers of non-local employees. The president of the Telangana Non-Gazetted Officers (TNGO) Union submitted a representation to the state government on 5th December 1985, stating that job allotments in Telangana had been done against Presidential Orders. The union requested the government to rectify this issue.
After reviewing the representation, the state government called for discussions on 7th December 1985 with employee union leaders. As a result, G.O.Ms.No.610 was issued on 30th December 1985 in the name of the Andhra Pradesh State Governor, signed by Chief Secretary Shravan Kumar. This G.O. contained six rules, with the 5th rule having 13 points that outlined steps to be taken based on the agreement with Telangana employee leaders.
Main Points of G.O.Ms.No.610
- In Zones V & VI, if local cadre appointments were violated, a review should be conducted from 18th October 1975 (as per the Presidential Order), and non-local employees should be sent back to their respective zones by 31st March 1986.
- The Presidential Orders regarding projects like Jurala, Srisailam Left Canal, and Sriram Sagar-II required non-local appointees (Assistant Executive Engineers, technical and non-technical employees) to be transferred to their native zones after 1st March 1983. Employees from Zones V & VI working in other zones had to return to their respective zones. If no vacancies existed, positions should be adjusted with existing vacancies.
- The state government requested the Government of India to amend the Government of India Order G.S.R. 525(E) dated 28th June 1985 to implement the orders retrospectively from 1st March 1983.
- The violations identified by the Telangana Non-Gazetted Officers Union regarding job allotments and pending appeals should be resolved by 31st March 1986.
- Vacancies created by addressing these issues should be filled per the Presidential Order.
- The local status of first-level gazetted officer posts in certain departments, which were outside the Presidential Order, should be considered. Discussions with the Central Government were required regarding amending the Presidential Order.
- G.S.R. No. 526(E) issued on 18th October 1975 mandated that posts in institutions and establishments must be filled with equitable distribution among different local cadres.
- Transfers between local cadres should only be allowed in unavoidable situations and must be done for the benefit of the people.
- Strict action should be taken against fraudulent registrations at employment exchanges.
- In Zones V & VI, appeals from Telangana employees regarding the regularization of village assistants should be reviewed by the Andhra Pradesh Public Service Commission (APPSC). If incorrect allotments were made, corrective measures should be taken.
- If vacancies exist in local cadre points and local employees of a particular zone are working in other zones, the APPSC should facilitate their return to their respective zones.
- If any non-local employee was trained and appointed in Zones V & VI, the Telangana Non-Gazetted Officers Union should notify the government. Local candidates should replace non-locals, and the government should bear the cost of training.
- All appointments and promotions done as per the Presidential Order must be completed by the secretarial branches by 30th June 1986.
a) Assistant Engineers (now Deputy Executive Engineers) appointed after 1st November 1956 as per the Service Rule Act (S.R. Act) 1956 should have their general gradation list finalized and necessary actions taken.
b) If the Andhra Pradesh Administrative Tribunal abolished the general gradation list of Junior Engineers (now Assistant Engineers) issued by the state government, the government should appeal to the Supreme Court. The issue should be resolved based on the Supreme Court’s decisions.
- The relevant branch should investigate the allotment of non-locals to the Local Fund Audit Inspector Cadre in Zones I to VI. Any non-local employment must be reviewed per the Presidential Orders.
- To enforce Presidential Orders legally, the Law Section in the Secretariat or General Administrative Section should be consulted for immediate action.
Implementation Challenges
Although G.O. 610 was issued in December 1985, its execution lacked sincerity. Many transferred employees approached the courts and remained in their positions. The courts and successive governments showed leniency in dealing with them. Additionally, some government and secretariat officers supported non-local employees.
To prevent transfers, non-local employees were promoted. For example, the state government increased salaries for district-level cadre secondary-grade teachers. Furthermore, a G.O. issued on 4th February 2000 reduced local reservations from 80% to 70% and made it effective retrospectively from 1st January 1994. This effectively legalized violations committed since 1994.
The jobless youth and students of Telangana had hoped that G.O. 610 would create employment opportunities for them. However, many industries shut down, causing approximately 25,000 job losses. Additionally, liberalized financial measures aimed at addressing the fiscal deficit further reduced employment opportunities. As a result, thousands of people in Telangana were forced to work on daily wages, outsourcing, or contractual basis, where these laws were not applicable.
