About TGPSC (Telangana Public Service Commission)

Formation of Telangana State & Constitution of TSPSC:

  • Under the A.P. re-organisation Act 2014, the Telangana State came into existence with effect from the appointed day i.e., 02.06.2014.
  • Constitution of Telangana State Public Service Commission (TSPSC)
  • Section 83(2) of the Andhra Pradesh Re-Organisation Act, 2014 (Central Act.6/2014) provides for constitution of a Public Service Commission in the Successor State of Telangana read as follows.
  • 83(2) There shall be constituted a Public Service Commission in accordance with article 315 of Constitution by the successor State of Telangana, and until such Commission is constituted, the Union Public Service Commission may, with the approval of the President, agree to serve the needs of the State of Telangana in terms of clause(4) of that article.
  • In exercise of the powers conferred under Article 315(1) of Constitution of India, His Excellency the Governor of Telangana constituted the Public Service Commission for the State of Telangana with immediate effect for making selections to the posts under various categories meant for direct recruitment under its purview in the State of Telangana and for carrying out functions under article 320 of Constitution of India orders issues vide GO Ms No.43, GA(Ser.A) Department, dt. 8.8.2014. Accordingly, the Government of Telangana has formulated and issued Telangana State Public Service Commission Regulations 2014 vide GO Ms.No.44, Genl. Admn. (Ser.A) Dept., dated 08/08/2014.
  • In exercise of the powers conferred under Article 316(1) & (2) of the Constitution of India, His Excellence Governor of Telangana is pleased to appoint Prof. Ghanta Chakrapani, a well-known academician, journalist and a popular political analyst in Telugu media, as the First Chairman of the newly constituted Telangana State Public Service Commission orders issued vide GO Ms No.169 GA (Ser.A) Department, Dt.17.12.2014.

Important Statutory Functions of the Commission:

  1. Direct Recruitment: The Commission takes up recruitments to the public services and posts in connections with the affairs of Telangana strictly in accordance with the rules, orders and instructions issued by the Government from time to time governing such recruitments. The Commission as entrusted by the Government takes up recruitments to the posts and services in respect of the Corporations, PSUs, Local Bodies etc., owned by the State Government. The Commission conducts written examinations / oral tests for selection of suitable candidates for the various categories of posts Telangana as per the scheme and syllabus notified for these posts.
  2. Approval of Statutory Rules relating to State and Subordinate Services: The Commission accords concurrence to the special rules / service rules / adhoc rules amendments proposed by the Government.
  3. Concurrence for Compassionate Appointments in Special Cases: The Commission accords its concurrence for compassionate appointments in special cases referred by the Government.
  4. Recruitment by Transfer / Promotion: The Commission accords concurrence where recruitment to a state Service is made either by transfer from a subordinate service, from which such recruitment is normally made, or by promotion from such of the first gazetted categories as are specified in the Third Schedule of the Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975 to the next higher gazette category.
  5. Disciplinary Cases: The Commission is tendering its advice to the Government for the proposals received from the Government on Disciplinary cases involving major penalties.
  6. Conduct of Departmental Examinations to State Government Employees: The Commission conducts Departmental Tests twice a year i.e., May & November.
  7. Half Yearly Examinations: The Commission conducts half yearly examinations for All India service officers, in Languages, Law and Revenue Subjects. The examinations are held in the month of September and March every year.
  8. Temporary Appointments – Concurrence of the Commission. Concurrence of the Commission required for temporary appointments for a period beyond 3 months and for continuation of the same in Government Departments is essential.

ELIGIBILITY:

  1. He/she is of sound health, active habits and free from any bodily defect or infirmity rendering him/her unfit for such service;
  2. His/her character and antecedents are such as to qualify him / her for such service;
  3. He/she possesses the academic and other qualifications prescribed for the post; and
  4. He/she is a citizen of India.

  • Must possess a Bachelor’s Degree of any recognized University in India

  • Must possess a Degree in Mechanical Engineering or Automobile Engineering or equivalent qualification of a recognized University in India established or incorporated by or under a Central Act or a Provincial Act or a State Act or Institution recognized by the University Grants Commission (UGC).
District Panchayat Officer (Panchayat Services)
  • Must possess a Bachelor’s Degree from any recognized University in India or incorporated by or under Central Act, Provincial Act or a State Act or Institution recognized by the University Grants Commission or an equivalent qualification.
District Registrar (Registration Services)
  • Must possess a Bachelor’s Degree of a recognized University in India established or incorporated by or under a Central Act, Provincial Act or a State Act or an Institution recognized by the University Grants Commission or any other equivalent qualification.
Deputy Superintendent of Jails (Men) (Jails Service)
  • Must possess a Bachelor’s Degree of a recognized University in India established or incorporated by or under a Central Act, or State Act or other recognized equivalent qualifications.

AGE:

  • Minimum Age (18 years), Maximum Age (35 years)
  • Age Relaxations: The upper age limit prescribed above is however further relaxable in the following cases:

  • Preliminary Test: General Studies & Mental ability (Objective Type) 150 Questions, Duration 150min, Marks -150
  • Mains Exam: Consists 7 Papers, Each one Duration is 150min, Maximum marks are 150
