Ministry of Science and Technology - New Initiatives Aligned with National Agenda
The Ministry of Science and Technology (MoST) is the nodal agency for planning, promoting, and coordinating scientific activities in India. In recent years, the Ministry has launched several new initiatives to align with the national agenda of Viksit Bharat @2047 (Developed India by 2047) and Atmanirbhar Bharat (Self-Reliant India). 1. Visionary Frameworks
- Viksit Bharat @2047: This is the overarching goal to transform India into a developed nation by the 100th year of its independence. Science and Technology (S&T) are considered the primary engines for this transformation.
- Atmanirbhar Bharat: This initiative focuses on achieving “technological sovereignty.” The goal is to reduce dependence on foreign imports by developing indigenous (home-grown) solutions in critical sectors like defense, energy, and semiconductors.
2. Major Structural Reforms
- Anusandhan National Research Foundation (ANRF): Established under the ANRF Act 2023, this is an apex body that provides high-level strategic direction for scientific research. It aims to bridge the gap between academic research and industrial application.
- Research, Development, and Innovation (RDI) Fund: A massive fund of ₹1 lakh crore has been proposed to provide long-term, low-interest loans to the private sector. This encourages companies to invest in high-risk, high-technology research.
3. Key National Missions
The Ministry has launched several mission-mode projects to address future challenges:
- National Quantum Mission (NQM): Launched to make India a global leader in quantum technologies. It focuses on developing quantum computers, secure communication systems, and high-precision sensors.
- National Green Hydrogen Mission: Aimed at making India a global hub for the production of Green Hydrogen. This mission is crucial for achieving “Net Zero” carbon emissions and ensuring energy security.
- Biopharma Shakti: A new initiative designed to accelerate the development of affordable vaccines, drugs, and diagnostics. It strengthens the domestic biomanufacturing sector to handle chronic diseases like cancer and diabetes.
- National Geospatial Mission: This mission uses advanced mapping tools, satellites, and drones to create high-resolution maps of India. It supports the PM Gati Shakti program for better urban planning and infrastructure development.
4. Inclusive and Youth-Centric Schemes
To ensure that the scientific ecosystem is inclusive, the Ministry has introduced targeted programs for women and students:
- WISE-KIRAN: The “Women in Science and Engineering-KIRAN” scheme supports women at various stages of their scientific careers, including those returning after a career break.
- Vigyan Jyoti: This program encourages meritorious schoolgirls (Class IX-XII) to pursue higher education and careers in STEM (Science, Technology, Engineering, and Mathematics) fields.
- AVGC Content Creator Labs: To prepare the youth for the modern digital economy, the government is setting up “Animation, Visual Effects, Gaming, and Comics” (AVGC) labs in thousands of schools and colleges.
- Partnerships for Accelerated Innovation and Research (PAIR): This “Hub and Spoke” model links premier institutions like IITs with state universities to improve the overall research standard across the country.
5. Strategic Science Events
- India International Science Festival (IISF) 2026: Proposed to be held in Pune, this festival serves as a platform to showcase India’s scientific achievements to the general public and students.
- National Technology Day (May 11): Celebrated every year to honor the contributions of scientists and engineers. In 2026, a massive technology showcase is planned at Bharat Mandapam to demonstrate over 500 new indigenous technologies.
These new initiatives represent a strategic shift from isolated research to an integrated innovation ecosystem. By focusing on frontier technologies like quantum computing and green energy, and by empowering women and youth, the Ministry of Science and Technology is building a robust foundation for a self-reliant and prosperous India.
