Why in News?
India’s digital transformation, anchored in the Digital India Programme launched in 2015, has evolved from a basic connectivity mission into a broad empowerment strategy. It now combines digital public infrastructure, connectivity expansion, public service delivery, digital literacy, and innovation support to integrate citizens into the digital economy.
Recent government data highlights major achievements in broadband connectivity, affordable internet, digital identity, digital payments, digital education, cloud infrastructure, and startup growth. These changes are helping bridge the digital divide across rural and urban India.
At the same time, India’s digital growth story also reveals continuing concerns such as the rural-urban divide, gender gap, cybersecurity risks, public platform inefficiencies, skill shortages, and rising e-waste, making the next stage of digital transformation more about quality, inclusion, and resilience.
Background and Context
India’s digital divide was once marked by:
- limited rural internet access,
- high data costs,
- low digital literacy,
- poor broadband penetration, and
- unequal access to online public services.
The Digital India Programme was designed to transform India into a digitally empowered society and knowledge economy. Over the last decade, the focus has moved from merely laying digital infrastructure to creating a full ecosystem in which connectivity leads to financial inclusion, governance access, digital education, entrepreneurship, and technology-led innovation.
A major feature of India’s approach is the building of Digital Public Infrastructure (DPI) at population scale, enabling the delivery of services through digital identity, payments, documents, cloud systems, and assisted access points.
Digital India Programme: About and Vision
About
The Digital India Programme is a flagship initiative of the Ministry of Electronics and Information Technology (MeitY) launched in July 2015.
Core Vision
The programme is based on three interconnected vision areas:
- Digital infrastructure as a utility to every citizen
- Governance and services on demand
- Digital empowerment of citizens
Nine Pillars
The implementation framework is structured around nine pillars, including broadband highways, universal access to mobile connectivity, e-Governance, e-Kranti, public internet access, electronics manufacturing, IT for jobs, and early harvest programmes.
Key Achievements under Digital India
1. Universal Digital Connectivity
BharatNet and Optical Fibre Expansion
- BharatNet, launched in 2011, has connected over 2.15 lakh Gram Panchayats.
- Optical fibre deployment increased from 19.35 lakh route km in 2019 to 42.36 lakh route km in 2025.
5G Expansion
- 99.9% of districts now have 5G coverage.
- Over 5.18 lakh Base Transceiver Stations were operational by December 2025.
Affordable Internet Access
Data costs fell from ₹269 per GB in 2014 to around ₹8–10 per GB in 2025–26, making India one of the cheapest data markets globally.
Broadband Penetration
- Broadband subscriptions crossed 100 crore in November 2025, compared with 13.15 crore a decade earlier.
These achievements have helped bring rural and remote communities into the digital mainstream.
2. Digital Public Infrastructure (DPI)
India’s DPI has become central to inclusion and service delivery.
Aadhaar
- More than 143 crore unique digital IDs issued.
- Enabled targeted welfare delivery and easy authentication for services.
Direct Benefit Transfers (DBT)
- Aadhaar-enabled systems support direct and transparent transfer of welfare benefits.
Unified Payments Interface (UPI)
- Handles nearly ₹28.33 lakh crore in monthly transactions.
- Processes 21.7 billion transactions per month.
DigiLocker
- More than 62 crore registered users.
- Enables secure, paperless storage and sharing of official documents.
Together, these platforms translate connectivity into actual empowerment.
3. High-Performance Computing and Cloud Infrastructure
National Supercomputing Mission (NSM)
- Jointly led by MeitY and the Department of Science & Technology.
- 38 supercomputers deployed across institutions.
- Total computing capacity: 44 Petaflops.
- Supports AI, climate modelling, biotechnology, and advanced manufacturing.
MeghRaj (GI Cloud)
- More than 2,170 Ministries and Departments host applications on government cloud platforms.
- Strengthens digital governance with secure and scalable hosting.
India’s cloud and high-performance computing capacity is enabling innovation beyond metropolitan centres.
4. Digital Literacy and Educational Inclusion
PMGDISHA
The Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) aimed to digitally empower one person in every rural household.
- Target: 6 crore rural households
- Achieved: 6.39 crore trained individuals by March 2024
National Digital Literacy Mission / DISHA
Earlier digital literacy efforts trained 53.67 lakh beneficiaries, with a large rural share.
DIKSHA
- Hosts over 19,698 courses for school education and teacher training.
- Achieved 18.23 crore enrolments and 14.57 crore completions.
SWAYAM
- Offers 18,500+ courses from leading institutions.
- Recorded 6.1 crore+ enrolments overall.
- Awarded 53.7 lakh certifications.
NMEICT and NEP 2020
The National Mission on Education through ICT and the National Education Policy 2020 have mainstreamed digital learning, virtual labs, digital libraries, AI-enabled tools, and teacher training.
These platforms have democratized access to quality learning.
5. Inclusive Innovation and STEM Participation
INSPIRE-MANAK
- Supports innovation among students of Classes 6–10.
- Provides ₹10,000 prototype grants.
- In 2025–26, mobilised 11.47 lakh ideas.
- 52% came from girls and 84% from rural schools.
- Cumulatively supported 1,40,316 students.
This reflects digital inclusion moving into grassroots innovation.
6. Rights-Based Digital Inclusion
Unique Disability ID (UDID)
- Under the Rights of Persons with Disabilities Act, 2016
- Generated 1,34,73,833 digital disability cards
- Helps persons with disabilities access welfare benefits more efficiently
Indian Sign Language Digital Repository
- Developed by the Indian Sign Language Research and Training Centre
- World’s largest Indian Sign Language repository with 3,189 e-content videos
This shows that digital transformation is also being shaped as a rights-based inclusion agenda.

Creating an Inclusive Digital Ecosystem
1. Common Service Centres (CSCs): Last-Mile Access

More than 6.5 lakh Village Level Entrepreneurs (VLEs) operate CSCs.
- CSCs provide assisted access to citizens who lack devices, connectivity or digital literacy.
These centres serve as a physical-digital bridge in rural India.
2. PM-WANI
- Launched in December 2020
- Over 4,09,111 Wi-Fi hotspots deployed nationwide
- Supported by 207 PDO Aggregators and 113 App Providers
PM-WANI promotes affordable, licence-free public Wi-Fi and local entrepreneurship.
3. Rural Economic Integration
e-NAM
- 1.79 crore farmers and 1,522 mandis digitally connected.
- Recorded 2.04 crore metric tonnes traded in 2024–25.
BC Sakhis and Digital Transfers
- 1.49 lakh Banking Correspondent Sakhis under DAY-NRLM
- 99% electronic wage payments under MGNREGA
PMAY-G and NSAP
- Digital platforms are used for transparent and timely delivery of housing and social assistance benefits.
- Together, these measures have turned digital connectivity into livelihood support and economic participation.
Digital Skilling and Innovation
Atal Innovation Mission (AIM)
- Over 10,000 Atal Tinkering Labs across 722 districts
- Engaged 1.1 crore students
- Over 16 lakh innovation projects developed
- Additional 50,000 ATLs planned
FutureSkills Prime
- Jointly led by MeitY and NASSCOM
- 29 lakh candidates registered

These initiatives show that India’s digital model is not only about access but also about skills, entrepreneurship, and deep-tech capacity.
Key Challenges in India’s Digital Growth Story
Persistent Digital Divide
- Only 24% of rural households have internet access compared to 66% in urban areas.
- Tribal populations and backward classes remain disadvantaged.
2. Gender Digital Divide
- According to NFHS (2019–21), only 33% of women in India have ever used the internet.
- Only 31.2% of AI course learners in India in 2025 were women.
3. Cybersecurity Challenges
- India witnessed 13.91 lakh cybersecurity incidents in 2022.
- It was the 2nd most targeted nation globally for cyber attacks.
- The country faces a shortage of 7,90,000 cybersecurity professionals.
4. Infrastructure and Connectivity Bottlenecks
- India ranked 25th globally for mobile internet speeds as of November 2024.
- BharatNet faced delays, cost overruns, and fibre cuts.
- Costs reportedly rose from ₹20,000 crore to over ₹1.39 lakh crore.
5. Inefficiencies in Public Digital Systems
- Aadhaar has seen instances of identity fraud.
- Platforms like CoWIN showed usability gaps for non-urban populations.
- Scalability and data accuracy remain concerns.
6. Digital Literacy and Skill Gaps
- NSS 78th Round (2020–21): computer literacy among those aged 15+ is only 24.7%.
- NSDC estimates a shortage of 29 million skilled workers in sectors like IT and BFSI.
7. Environmental Impact
- E-waste rose from 1.01 million metric tonnes in 2019–20 to 1.751 million metric tonnes in 2023–24.
- Data centres also raise concerns about energy consumption.
Steps Needed to Boost India’s Digital Ecosystem
1.Strengthen Cybersecurity Infrastructure
- Promote indigenous cybersecurity R&D and encryption standards.
- Create a dedicated Cyber Security Service cadre.
2. Strengthen Digital Public Infrastructure
- Conduct mandatory independent security audits of Aadhaar, UPI, DigiLocker, GSTN and other critical systems.
- Build geographically distributed backup and disaster recovery centres.
3. Expand Digital Literacy and Cyber Awareness
- Launch PMGDISHA 2.0 focusing on cyber hygiene and fraud prevention.
- Create Cyber Jagrukta Champions at gram panchayat level.
- Integrate cyber awareness into school curricula under NEP 2020.
4. Update Legal and Regulatory Framework
- Revise the Information Technology Act, 2000 to address deepfakes, AI-generated misinformation, and crypto crimes.
- Develop regulatory sandboxes for AI, blockchain and IoT.
5. Strengthen Rural Digital Ecosystem
- Improve bandwidth in rural regions.
- Secure PM-WANI hotspots.
- Create block-level cybersecurity units linked with district systems.
Conclusion
India’s decade-long Digital India journey has built one of the world’s most extensive digital ecosystems through connectivity expansion, Digital Public Infrastructure, digital literacy, cloud infrastructure, startup support, and innovation programmes. It has brought millions into the mainstream of governance, finance, education and entrepreneurship.
However, to sustain this momentum, India must address the persistent digital divide, cybersecurity vulnerabilities, public platform inefficiencies, skill shortages, and environmental costs of digitalisation. The next phase of India’s digital story must focus not just on scale, but on inclusion, resilience, safety and quality so that digital transformation becomes truly universal.
