Key Findings and Suggestions:

Legal Feasibility of Mulki Rules:

  • Continuing protections for Telangana employees under Mulki rules was deemed legally and constitutionally unfeasible.
  • The Parliament has the authority to legislate for state-level employment preferences but lacks the power to do so for a specific area within a state.
  • The committee concluded that continuing Mulki provisions or amending the Constitution for this purpose was unlikely.

Subordinate Services in Telangana:

  • Suggested that the Telangana Regional Committee should be delegated authority over Subordinate Services in the Telangana region.
  • Proposed that the regional committee should oversee the administration of state-level subordinate services, including 3rd and 4th class jobs.

Recruitment Process Changes:

  • Recommended removing the recruitment authority for 4th class employees from the Andhra Pradesh Public Service Commission (APPSC) and delegating it to District Collectors.
