Classification of Countries under UNFCCC & Kyoto Protocol
The United Nations Framework Convention on Climate Change (UNFCCC) classifies countries into various groups based on their historical responsibilities, economic development, and capabilities to respond to climate change. These classifications guide the nature and extent of obligations of countries in the international climate regime.
Annex I Countries (Developed + EIT)
- Definition: Countries listed in Annex I of the UNFCCC.
- Includes:
- OECD members as of 1992 (e.g., USA, UK, Japan, Australia).
- Economies in Transition (EITs) – countries transitioning from centrally planned to market economies (e.g., Russia, Ukraine, Baltic States, and many Central & Eastern European countries).
Responsibilities:
- Commit to reducing greenhouse gas emissions.
- Regularly submit national communications and annual GHG inventories.
- Take the lead in combating climate change under the principle of common but differentiated responsibilities (CBDR).
Annex II Countries (OECD only, no EITs)
- Subset of Annex I countries.
- Includes OECD members only (e.g., USA, Canada, UK, Germany, France, Japan).
- Excludes EIT countries.
Special Obligations:
- Provide financial resources and technology transfer to developing countries.
- Support climate change mitigation and adaptation efforts in Non-Annex I countries, especially Least Developed Countries (LDCs) and Small Island Developing States (SIDS).
- Channel financial assistance through GEF, Green Climate Fund (GCF), and Adaptation Fund.
Annex B Countries (Kyoto Protocol Specific)
- Found in Annex B of the Kyoto Protocol (1997).
- Comprises most Annex I countries with legally binding emission reduction targets.
Commitments:
- Quantified emission limitation and reduction objectives (QELROs).
- Targets set for first commitment period (2008–2012) and second (Doha Amendment: 2013–2020).
- Some countries (like USA) did not ratify Kyoto; others (like Canada) withdrew later.
Note: The list of Annex B countries differs slightly from Annex I, as not all Annex I countries agreed to binding targets under Kyoto.
Non-Annex I Countries (Developing Nations)
- Includes majority of developing countries.
- E.g., India, China, Brazil, South Africa, Bangladesh, Nigeria, etc.
Status:
- No binding emission reduction targets under Kyoto Protocol.
- Encouraged to pursue sustainable development and take voluntary mitigation/adaptation actions.
- Receive financial, technical, and capacity-building support from Annex II countries.
Special Recognition: Some Non-Annex I countries are given special consideration due to their vulnerabilities:
- LDCs (49 countries) – limited capacity to adapt.
- Small Island Developing States (SIDS) – exposed to sea level rise.
- Countries prone to desertification, drought, and floods.
- Countries reliant on fossil fuel exports – concerned about economic impacts of mitigation.
