Disabled and Aged

  • As per Census 2011, at the all India level, disabled persons constitute 2.21% of the total population. 7.62% of the disabled persons belong to the age group 0-6 years.
  • According to the 2011 census, 104 million people in India are over 60 years old, which is 8.6% of the total population. The UN estimates that by 2036, this number will increase to 22.7 crore, or 15% of the population, and by 2050 it will reach 34.7 crore, or 20.8%. The elderly population is expected to double to over 20% of the population by 2050.
  • Currently, India has one of the highest populations of adolescents and young people in the world with 65% of Indians under 35. However, the aging population differs state wide in the country. For instance, Himachal Pradesh and Punjab reported a higher share of the elderly than the national average in 2021. This gap is expected to widen by 2036. Bihar and Uttar Pradesh, also expect to see an increase in the share of the elderly between 2021 and 2036.
  • However, the level will remain lower than the Indian average in these states, the report stated.

Braille Press

  • The objective of the braille press is to provide educational aids or assistive devices to the visually challenged persons and hearing impaired persons making way for their studies on par with normal students for an inclusive environment. Braille script, Tape recording, Pre-recorded cassettes are provided apart from regular supply of textbooks, calendars (Wall/Dot) will be made in Telugu, Urdu and English languages.

Manufacture of Tricycles in TCPC’s

  • The production/manufactures of some of the Aids and Appliances for supply to the needy disabled and also articles relating to office requirement by different Government departments, establishments such as Furniture, etc. For supply against indents and this activity is carried on in the TCPC’s under the supervision of Project Officer, Counseling rehabilitation officer and Marketing officer.

Economical rehabilitation Schemes:

  • The TVCC acts as state channelizing agency for NHFDC loans of the Government of India to provide loans to the eligible disabled persons per their economic rehabilitation and monitoring utilization of loan amounts and ensuring prompt recovery.

Schemes implemented through SCA and Nationalized Banks:

  • The TVCC acts as a channelizing agency for NHFDC and other developmental functionaries as decided by the State Government from time to time. The following schemes and programs should be implemented by TVCC through NHFDC as follows:
  • Wide range income generating activities.
  • Loan for educational training to disabled persons.
  • Financial assistance for skill, entrepreneur development.
  • Micro credit scheme.
  • Scheme for parents association for mentally retarded persons, loan upto Rs. 5.00 Lakhs.
  • Scheme for disabled young professionals.
  • Scheme for financing NGOs working in the area of disabilities.
  • Formulate for grant assistance under CSR activities of NHFDC.
  • ADIP Scheme to provide the Aids and Appliances to needy disabled persons for their accessibility.

Marriage incentive award

Objective

  • To mainstream the Persons with Disabilities in the society and enable them to lead a normal life and also to encourage the normal person to marry the person with disability
  • Services delivered
  • Cash incentive award of Rs.1,00,000/- is given to either of the spouses with disability, if a normal person marries a Person with Disability.
  • Eligibility
  1. Either spouse should have not availed the incentive award under this scheme earlier.
  2. The bridegroom and the bride must have completed 21 years and 18 years of age respectively at the time of the marriage

Economic Rehabilitation

  • To provide livelihood opportunities to the Persons with Disabilities and to enhance their income by setting up of Self employment projects and thereby to enable them to lead normal life in the society.
  • Services Delivered
  1. 100% financial assistance directly by way of subsidy to the units up to Rs.50,000/- unit cost. Financial Assistance for above Rs.50,000/- unit cost would be linked to the credit component of the bank.
  2. 80% subsidy for unit cost up to Rs.1.00 lakh and balance amount as bank loan
  3. 70% subsidy for unit cost above Rs.1.01 lakh and upto Rs.2.00 lakh and balance amount as bank loan
  4. 60% subsidy limited to 5.00 lakhs for unit cost from 2.01 lakh up to 10.00 lakh and balance amount as bank loan

Eligibility

  1. Any person between 21 and 55 years of age with not less than 40% disability.
  2. The family annual income should not exceed Rs. 1.50 lakhs residing in Rural and Rs.2.00 lakhs residing in Urban areas
  3. The person should not have availed subsidy previously from Disabled Welfare Department or any other department or from any government agency

Pre matric scholarships

  • To provide financial assistance to the students with disabilities studying pre-matric Courses i.e., from Class I to X in Government or Govt. recognized schools to enable them to complete their education.

Services Delivered

  1. Scholarships are sanctioned @ Rs.700/- for I to V class students,@ Rs.1000/- for VI to VIII class students & Rs.1820/- for IX to  X class students per academic year
  2. Traveling allowance @ Rs.500/- & Rs.250/- for maintenance of prosthetic aids for locomotor disability students to I to X class students
  3. Reader allowance @ Rs.250/- to I to VIII class students and @ Rs.500/- to  IX to X class for visually impaired students

Eligibility

  1. Students with disabilities belonging to Telangana State who are pursuing Pre-Matric Courses in Government and Govt. recognised Institutions in Telangana.
  2. Annual income of parent/guardian is below Rs.1,00,000/- per annum.

Post Matric scholarships

  • To provide financial assistance to the “OC” students with disabilities studying intermediate and above courses to enable them to complete their education.
  • Students with disabilities belonging to the categories of SC, ST, B.C, and Minorities are being sanctioned and paid through the Social Welfare, B.C.Welfare, Tribal Welfare and Minorities Welfare Departments.

Services Delivered:

Reimbursement of Tuition Fee (RTF)

  • Reimbursement of Tuition Fees (RTF) & special Fees is sanctioned to all the eligible differently abled students and reimbursed to the institutions concerned based on the existing fee structure for various courses prescribed by Government/ University.

Maintenance of Tuition Fee (MTF) :

  • The following are the rates of scholarships given to the students per academic year for their maintenance.
