School Education

  • School education is fundamental to the overall development of a region. Lack of educational access is both a part of the definition of poverty and a means for its reduction. Sustained access to meaningful learning is critical to long term improvements in productivity, the reduction of intergenerational cycles of poverty, demographic transition, preventive health care, the empowerment of women, and reductions in inequality.
The Population Commission of United Nations considers the ability, to both read and write a simple message with understanding in any language, a sufficient basis for classifying a person as Literate

According to Census of India, ”person aged seven and above, who can both read and write with understanding in any language, is treated as literate”

It was decided at the 1991 Census that all Children in the age group 0-6, would be treated as illiterate by definition and the population aged seven years and above only would be classified as literate or illiterate

It should be noted clearly that, it is not necessary that to be treated as literate, a person should have received any formal education or acquired any minimum educational standard

Generally two types of it are calculated as below:

Crude Literacy rate = ((No of literate persons)/Total population) × 100

Effective literacy rate = ((Number of Literate persons aged 7 and above)/Population aged 7 and above) × 100

Equitable delivery of quality education in schools is, therefore, a key priority of the Government of Telangana. The Government recognises that all individuals, regardless of their background, should be able to enjoy the fruits of quality education and contribute to the state’s prosperity and economic growth. The Government has adopted a multi- pronged strategy to maximize opportunities for all children in accessing quality education.

Number of Schools

  • There are 40,898 schools in Telangana of which 20,752 are primary schools, 7,471 are upper primary schools, 11,921 are high schools, and 754 are higher secondary schools.
  • Hyderabad district, with 2,902 schools, has the highest number of schools in the state.
  • Jayashankar district, with 537 schools, has the lowest number of schools in the state.

Gross Enrolment Ratio (GER)

  • The Gross Enrolment Ratio is the number of students enrolled in a given level of education, regardless of age, expressed as a percentage of the official school-age population corresponding to the same level of education.
  • GER in Telangana for primary (I-V), upper primary (VI-VIII) and secondary (IX-X) levels are 111.96%, 97.46%, and 88.0% respectively.
  • Rangareddy has the highest GER among all the districts at all three levels – primary, upper primary and secondary – at 176.11, 151.29 and 125.35 respectively.
  • Pedappalli has the lowest GEAR at the primary level at 71.70.
  • Jayashankar has the lowest GER at upper primary and secondary levels at 54.86 and 54.02 respectively.
  • Nine districts have a GER greater than the state average at the primary level
  • At the upper primary and secondary levels, five districts perform better than the state average.

Dropout Rates

  • The state achieved a near-zero overall drop-out rate in primary schools in the year 2019-20.
  • The dropout rate in the state as of 2019-20 in upper-primary schools was negligible, at 0.06%.
  • The dropout rate in the state as of 2019-20 in high schools was 12.29%.
  • Jayashankar district experienced the highest drop-out rates among primary schools and high schools at 5.16% and 29.49% respectively.
  • 13 out of 33 districts in the state had zero drop- out rates as of 2019-20 in primary schools.
  • Among upper primary schools, Nirmal had the highest drop-out rate at 4.35%.
  • 9 out of 33 districts in the state had zero drop- out rates as of 2019-20 in upper primary schools.

Teacher-Student Ratio

  • Telangana has a total Teacher-Student Ratio of 23 combining all levels of school education.
  • The Teacher-Student Ratio in the state at the primary (I-V) level is 20, which is remarkably better than the Right to Education-mandated norm of 40, implying that at the primary level, each student gets a more personalized education in Telangana.
  • 20 districts in the state have a Teacher-Student Ratio less than or equal to the state average at primary schools.
  • In primary schools, Warangal has the best PTR at 12, whereas Jogulamba Gadwal has the highest Teacher-Student Ratio at 32.
  • The total Teacher-Student Ratio in the state in upper primary schools (I-VII and I-VIII) is 18, which is better than the Right to Education- mandated norm for Teacher-Student Ratio – 35.
  • The planning and implementation of ECCE will be carried out jointly by the Ministries of HRD, Women and Child Development (WCD), Health and Family Welfare (HFW), and Tribal Affairs.
  • Built on the foundational pillars of Access, Equity, Quality, Affordability, and Accountability, this policy is aligned to the 2030 Agenda for Sustainable Development and aims to transform India into a vibrant knowledge society and global knowledge superpower by making both school and college education more holistic, flexible, multidisciplinary, suited to 21st century needs and aimed at bringing out the unique capabilities of each student.
