Meaning of the Concept

• According to former United Nations Secretary-General Kofi Annan, “Good governance is perhaps the single most important factor in eradicating poverty and promoting development.”
• Governance encompasses the institutional structures and processes through which the State exercises its sovereign power. Over time, governance has developed certain dysfunctional aspects, such as prioritizing the interests of socio-political-economic elites over the needs of ordinary citizens, leading to a loss of effective control by the general populace over the political and administrative classes. This led to the emergence of the concept of ‘good governance.’

It involves activities carried out not only by the political system but also by the administration, non-governmental institutions, and a network of multiple agencies and organizations. • Good governance is a concept that aims to enhance democracy by making public administration more open, transparent, and accountable. It emphasizes the importance of the rule of law, human rights, participatory development, and democratization.
• Based on the above, a general definition of ‘good governance’ can be given as a responsive, socially sensitive, proactive, citizen-friendly, and citizen-caring government that focuses on the rights of citizens. Good governance implies not just governance but governance for the well-being of the people. Naturally, the concept of ‘good governance’ would be related to the fundamental goals of society as defined in its constitution and other policy documents.
