The senior citizen population in India, constituting approximately 8.6% of the total population as per the 2011 Census, receives comprehensive support through various government schemes and policies. The current National Policy on Older Persons, in effect since 1999, emphasizes state assistance to ensure financial and food security, healthcare, shelter, and overall well-being for older individuals.
Under the Atal Vayo Abhyuday Yojana umbrella scheme, the Department of Social Justice and Empowerment implements a range of welfare programs for senior citizens. These initiatives aim to create a society where seniors lead healthy, happy, empowered, dignified, and self-reliant lives, fostering strong social and inter-generational bonds. The schemes include:
- Integrated Programme for Senior Citizens (IPSrC):
- Provides grants for running and maintaining Senior Citizens Homes, Continuous Care Homes, Mobile Medicare Units, etc., implemented by registered societies, Panchayati Raj Institutions, local bodies, and non-governmental organizations.
- State Action Plan for Senior Citizens (SAPSrC):
- Empowers states and union territories to devise their own long-term and annual action plans for senior citizen welfare, with funds released by the Department of Social Justice and Empowerment.
- Rashtriya Vayoshri Yojana (RVY):
- Funded from the Senior Citizens’ Welfare Fund, RVY offers aids and assistive living devices to BPL senior citizens with age-related disabilities, including walking sticks, crutches, hearing aids, wheelchairs, and more. Implemented by the Artificial Limbs Manufacturing Corporation of India (ALIMCO).
- Livelihood and Skilling Initiatives for Senior Citizens:
- Aims to enhance seniors’ earning opportunities and self-respect, including the SACRED portal for connecting seniors with private enterprises and the formation of Self-Help Groups.
- Promoting Silver Economy:
- Encourages innovative solutions from start-ups to address elderly challenges, providing equity support for selected projects.
- Channelizing CSR Funds for Elderly Care:
- Directs Corporate Social Responsibility (CSR) funds towards elderly care projects, such as setting up old age homes and day care centers.
- National Helpline for Senior Citizen (Elderline – 14567):
- Established as a grievance redressal mechanism for seniors, providing services through a toll-free number.
- Vayoshreshtha Samman – A Scheme of National Award for Senior Citizens:
- Recognizes outstanding individuals and organizations contributing to senior citizen welfare, with awards presented annually by the President of India.
- Indira Gandhi National Old Age Pension Scheme (IGNOAPS):
- Provides a monthly pension to elderly individuals living below the poverty line.
- Annapurna Scheme:
- Offers free food grains to eligible senior citizens, ensuring food security for those in need.
- National Programme for the Health Care of Elderly (NPHCE):
- Aims to provide primary, secondary, and tertiary healthcare facilities for the elderly population, promoting their overall well-being.
- Pradhan Mantri Vaya Vandana Yojana:
Offers a guaranteed monthly pension payout to senior citizens, ensuring financial security during retirement.
