Issues in Andhra Pradesh
Capital City:
The capital city issue in Andhra Pradesh (AP) is a long-standing and contentious one. At the heart of the issue is the proposal to have three capitals: Amaravati as the legislative capital, Visakhapatnam as the executive capital, and Kurnool as the judicial capital.
This proposal was introduced by the YSR Congress government in 2020, but it has been met with opposition from various groups, including farmers who had given up their land for the development of Amaravati as the state capital.
The issue has been complicated by the fact that the Andhra Pradesh High Court has ruled against the three-capital proposal, directing the government to develop Amaravati as the state capital.
The court’s decision was based on the grounds that the state legislature lacks the competence to pass any law changing the capital or bifurcating or trifurcating the capital city.
Despite the court’s ruling, the AP government has approached the Supreme Court, challenging the High Court’s decision.
The government has argued that the High Court’s decision is in violation of the basic structure of the Constitution and the doctrine of separation of powers.
The capital city issue in AP has significant implications for the state’s development and governance. Proponents of the three-capital proposal argue that it will help to decentralize power and promote development in different regions of the state. On the other hand, opponents argue that it will lead to confusion and inefficiency in governance, and that it is a waste of resources.
Overall, the capital city issue in AP remains a contentious and unresolved issue, with different stakeholders holding different views on the matter.
River Water Projects:
Andhra Pradesh has several river water projects to harness its water resources for irrigation, drinking water, and hydroelectric power generation. Some notable projects include:
Somasila Project: A major irrigation project across the Pennar River, with a gross storage capacity of 78.00 TMC.
Telugu Ganga Project: An inter-state project that aims to irrigate 5.75 lakh acres in drought-prone areas of Rayalaseema and uplands of Nellore and Chittoor districts.
Purushothapatnam Project: A project that provides irrigation facility to 2.15 lakh acres in East Godavari district.
Godavari Delta System: A project that irrigates 2,17,865 acres in Kakinada and Peddapuram revenue divisions. Yeleru Reservoir Scheme: A project that provides irrigation and drinking water facilities to several villages in East Godavari district.
Jalasiri Harati Scheme: A scheme launched by the Andhra Pradesh government to complete 28 irrigation projects and help keep drought away from the state.
