For Prelims: Critical Minerals | Mineral Exploration | Processing and Refining | Urban Mining | IIT Hyderabad | SCCL
For Mains: Mineral Security | Clean-Energy Transition | Technology Commercialisation | Circular Economy | Industry–Academia Partnership
Why in News?
Telangana has proposed a tripartite partnership among Monash University, Australia; IIT Hyderabad; and Singareni Collieries Company Limited (SCCL) for critical-mineral exploration, research and technology development.The State government has asked the institutions to prepare an action plan and develop Telangana as a centre for critical-minerals research and innovation.

What Are Critical Minerals?
Critical minerals are minerals that are essential for economic development, clean-energy systems, advanced technologies or national security, but face a high risk of supply disruption.
They are important for:
- renewable-energy systems;
- electric vehicles;
- battery-storage systems;
- electronics; and
- advanced industrial technologies.
A mineral may become critical because of limited domestic availability, import dependence, geographical concentration of supply or difficulty in finding substitutes.
Proposed Tripartite Partnership
The collaboration seeks to combine:
- international academic expertise;
- Indian scientific and engineering capabilities;
- mining-sector experience; and
- State government support.
Telangana wants to participate across the entire critical-minerals value chain rather than remain only a consumer.
Areas of Cooperation
The partnership will focus on:
- mineral exploration;
- extraction technologies;
- mineral processing;
- refining technologies;
- recovery of critical minerals from waste;
- advanced mineral research; and
- commercial application of research outcomes.
The State has emphasised that research should produce technologies capable of being scaled up for industrial use.
Role of Partner Institutions
Monash University
- The university can contribute international research experience, specialised scientific knowledge and technological collaboration.
IIT Hyderabad
- IIT Hyderabad will provide research, engineering and innovation capabilities. The State also plans to strengthen its Centre of Excellence as a platform for advanced research and technology development.
Singareni Collieries Company Limited
- SCCL can contribute mining experience, operational infrastructure and practical knowledge of mineral exploration and extraction.
Telangana Government
- The State government has assured institutional support and coordination for preparing and implementing the action plan.
Recovery of Minerals from Waste
Recovering useful minerals from discarded batteries, electronics and industrial waste is often called urban mining.
It can:
- reduce dependence on newly mined resources;
- lower pressure on the environment;
- recover economically valuable materials;
- reduce hazardous waste; and
- support a circular economy.
Conclusion
The proposed partnership can position Telangana as a centre for critical-minerals research and technological innovation. Its success will depend on converting scientific knowledge into commercially viable and environmentally responsible solutions across the mineral value chain.
