Why in News?

The Petroleum and Natural Gas Regulatory Board (PNGRB) and Energy Efficiency Services Limited (EESL) have signed a Memorandum of Understanding to deploy smart domestic Piped Natural Gas meters across India’s City Gas Distribution sector.The project, which will also benefit Telangana, seeks to replace conventional manual metering with digitally connected systems capable of accurate billing, leak detection, tamper alerts and remote operations.

What is Piped Natural Gas?

Piped Natural Gas (PNG) is natural gas supplied directly to consumers through pipelines.

It is mainly used by:

  • households for cooking and water heating;
  • commercial establishments such as hotels and hospitals;
  • industries for heating and manufacturing processes; and
  • transport operators after compression as Compressed Natural Gas.

PNG offers continuous supply and removes the need to store fuel cylinders at the consumer’s premises.

What is City Gas Distribution?

A City Gas Distribution (CGD) network supplies natural gas within a specified geographical area.

It generally provides:

  • PNG to domestic households;
  • PNG to commercial and industrial consumers; and
  • CNG to vehicles through authorised stations.

PNGRB has authorised 307 geographical areas, providing CGD coverage across mainland India. More than 33,500 km of natural gas pipelines have been authorised, of which approximately 25,000 km are operational.

What is a Smart PNG Meter?

  • A smart PNG meter is a digitally connected device that measures gas consumption and automatically communicates the information to the service provider.
  • Unlike conventional meters, it does not depend entirely on physical visits and manual readings. It enables consumers and utilities to monitor gas use more accurately and respond quickly to safety risks.

What are the Major Features of Smart PNG Meters?

  • Digital monitoring: Provides regular information about gas consumption.
  • Automatic meter reading: Reduces dependence on manual inspection.
  • Accurate billing: Bills are based on digitally recorded consumption.
  • Leak detection: Identifies abnormal gas flow or possible leakage.
  • Tamper alerts: Notifies utilities about unauthorised interference with meters.
  • Remote operations: Enables selected functions to be managed from a distance.
  • Real-time data: Allows consumers to monitor consumption patterns.
  • Cybersecurity safeguards: Protects meter data and communication networks.
  • Revenue assurance: Reduces billing errors, theft and unaccounted gas.

What are the Roles of PNGRB and EESL?

Petroleum and Natural Gas Regulatory Board

PNGRB is a statutory body established under the Petroleum and Natural Gas Regulatory Board Act, 2006.

Under the partnership, it will provide:

  • regulatory guidance;
  • technical standardisation;
  • conformity assessment;
  • certification support; and
  • coordination among stakeholders.

Energy Efficiency Services Limited

EESL will support:

  • aggregation of demand;
  • assessment of available technologies;
  • large-scale procurement strategies; and
  • project implementation.

EESL’s experience in managing more than 44.5 lakh smart electricity meters provides a foundation for implementing smart gas metering at scale.

Conclusion

Smart PNG metering can make India’s gas-distribution network safer, more accurate and consumer-friendly. Its success will depend on reliable technology, cybersecurity, data protection, common standards and effective grievance redressal.
