National Commission for Protection of Child Rights (NCPCR) – 18th Foundation Day Celebration and Overview:
Foundation Day Celebration (12th January 2023):
- The NCPCR celebrated its 18th Foundation Day on January 12, 2023.
- As part of the celebration, a Quiz show was launched to raise awareness about child rights.
About NCPCR:
- The NCPCR is a statutory body established under the Commission for Protection of Child Rights (CPCR) Act, 2005.
- It operates under the administrative control of the Ministry of Women and Child Development.
- The act defines a child as a person in the 0 to 18 years age group.
- The primary objective is to ensure that all laws, policies, programs, and administrative mechanisms align with the Child Rights perspective outlined in the Constitution of India and the UN Convention on the Rights of the Child.
Composition:
- The commission comprises a chairperson and six members, with at least two being women.
- All members are appointed by the Central Government for a 3-year term.
- The maximum age for the chairman is 65 years, and for members, it is 60 years.
- The salary, allowances, and terms of service are determined by the Central Government.
Functions of NCPCR:
- Safeguard Review: Examine and review safeguards for child rights, recommending effective implementation measures.
- Inquiry and Recommendations: Inquire into child rights violations, recommend proceedings, and suggest appropriate remedial measures in various challenging situations.
- Special Care and Protection: Address matters related to children in need of special care and protection, including those affected by terrorism, violence, disasters, and exploitation.
- Policy and Program Review: Study international instruments, review existing policies, programs, and activities related to child rights, and make recommendations for effective implementation.
- Research Promotion: Undertake and promote research in the field of child rights.
- Awareness and Literacy: Spread child rights literacy through publications, media, seminars, and other means.
- Inspections: Inspect or cause inspection of juvenile custodial homes and other places under government control.
- Complaint Handling: Inquire into complaints and take suo moto notice of matters related to child rights deprivation, non-implementation of laws, and non-compliance with policies.
- Reporting: Present an annual report to the Central Government and compile and analyze data on children.
Limitations:
- The Commission does not enquire into matters pending before other state or duly constituted commissions.
