Why in News?
India’s monsoon outlook has raised concerns after the first month of the season recorded a rainfall deficit of nearly 40%. The India Meteorological Department has also forecast below-normal rainfall in July, meaning rainfall may remain below 94% of the usual level for the month.The concern has grown because a weak monsoon, especially under the influence of El Niño, can affect agriculture, food prices, rural income, hydropower generation, drinking water availability and overall economic growth.

What is El Niño?
- El Niño refers to the unusual warming of sea surface waters in the central and eastern equatorial Pacific Ocean. It occurs once every few years and affects global weather patterns, including the Indian monsoon.
- The term El Niño means “Little Boy” or “Christ Child” in Spanish. South American fishermen noticed unusually warm waters in the Pacific Ocean around December, near Christmas. Earlier, it was also called El Niño de Navidad.
Mechanism of El Niño
Normally, easterly trade winds blow from the Americas towards Asia across the equatorial Pacific. These winds push warm surface water towards the western Pacific.
During El Niño:
- Sea surface temperature rises in the central-east equatorial Pacific.
- Trade winds weaken or change direction.
- Warm water moves from the western Pacific towards the Americas.
- The cold Humboldt or Peruvian Current weakens.
- Upwelling of cold, nutrient-rich deep water near Peru reduces.

Impact on Marine Ecosystem
During normal conditions, upwelling brings nutrient-rich water to the surface. This supports phytoplankton, which forms the base of the marine food chain.
During El Niño:
- Upwelling decreases.
- Phytoplankton growth reduces.
- Fish dependent on phytoplankton are affected.
- Higher organisms in the food chain are also affected.
- Warm water may carry tropical species into colder regions, disturbing marine ecosystems.
Impact on Global Weather
The Pacific Ocean covers nearly one-third of the Earth’s surface. Therefore, changes in Pacific sea temperature and wind patterns influence global climate.
El Niño may cause:

Why Monsoon Matters for India’s Economy
A poor monsoon affects the economy through three major channels.
Agricultural Output:
- Lower rainfall can reduce kharif sowing, damage standing crops and lower farm productivity.
Rural Income:
- When farm output falls, rural purchasing power weakens. This reduces demand for goods and services in rural areas.
Inflation:
- Poor rainfall can reduce the supply of food items and push up prices, especially vegetables, pulses, cereals and edible oils.
- Agriculture contributes nearly one-fifth of India’s Gross Value Added, but it supports a much larger population. Around 46% of the workforce depends on agriculture, and nearly 55% of the population is connected with it directly or indirectly.
- Therefore, even if agriculture’s share in GDP is limited, its impact on livelihood, demand and inflation is very large.
Impact on Agriculture and Kharif Output
- India entered the current kharif season from a strong position. Foodgrain production in 2024-25 rose to 357.73 million metric tonnes, an increase of 25.43 million metric tonnes over the previous year.
- A weak monsoon can put this momentum at risk.
- Farmers may alter cropping decisions depending on rainfall, irrigation, input costs, Minimum Support Price, procurement support and market prices.
For example:
- Paddy acreage may expand in irrigated regions such as Punjab and Haryana.
- Maize acreage may decline if farmers shift to more remunerative crops.
- Pulses may be preferred because they require less water and lower cultivation costs.
- Vegetables may be avoided by some farmers because of high risk under uncertain rainfall.
Such changes can affect food supply, crop prices and rural incomes.

- A weak monsoon does not affect only farmers. It also affects the wider rural economy.
When farm income falls, demand declines in sectors such as:
- Two-wheelers
- Tractors
- Farm equipment
- Construction
- Real estate in small towns

- The rural non-farm economy is closely linked with agricultural income. If agriculture suffers, local services, labour demand and small businesses also weaken.
- Some estimates suggest that a combined El Niño plus drought situation may reduce India’s GDP growth by 20 to 65 basis points.
Inflation and Food Prices
- A weak monsoon can worsen food inflation.
- The Reserve Bank of India has warned that an adverse south-west monsoon may affect the domestic growth-inflation outlook.
- Food prices had already shown pressure, with items such as:
- Edible oils
- Potatoes
- Onions
- Tomatoes
- If rainfall remains weak, supply disruptions may intensify and food and beverage inflation may rise further.
- This creates a policy dilemma. The government and RBI may have to balance growth support with inflation control.
Fertiliser and Import Pressures
- A weak monsoon can also increase pressure on input and trade management.
- The Union Cabinet has approved a ₹41,533 crore Nutrient-Based Subsidy for phosphatic and potassic fertilisers for the kharif season, covering 28 grades.
- If domestic crop output falls, India may need to release buffer stocks or import essential commodities.
This can:
- Increase pressure on the current account deficit
- Raise import bills
- Put pressure on the rupee
- Affect food subsidy and fiscal management
- Agricultural exports may also face stress. Agriculture exports grew at a compound annual growth rate of 8.2% between 2020 and 2025, contributing around 12% to India’s core exports. A weak monsoon can reduce exportable surplus.
Lessons from Past El Niño Years
- Several of India’s major drought years coincided with El Niño conditions, including 1972, 1982, 2009 and 2015.
- Since 2000, many below-normal or deficient monsoon years have been linked with El Niño. However, the economic impact has varied depending on policy preparedness.
2009 Experience:
- The monsoon failure caused serious agricultural stress. Crop GVA contracted, and food inflation entered double digits.
2015 Experience:
- El Niño conditions again disrupted the monsoon. However, inflation remained relatively moderate due to better food management, controlled MSP increases and lower global commodity prices.
- This shows that El Niño is a climate shock, but its economic impact depends on public policy, irrigation, food stocks, imports and inflation management.
Irrigation and Reservoir Concerns
- India’s ability to handle a weak monsoon depends heavily on irrigation and water storage.
- The Agriculture Minister highlighted that 315 districts are vulnerable to a poor monsoon. Of these, 111 districts across 12 States are of primary concern because of weak irrigation facilities.
- Reservoir storage is also a concern. Storage across 166 reservoirs monitored by the Central Water Commission stood at 47.725 BCM on July 2, lower than 78.077 BCM during the same period last year and slightly below the normal level for this period.
- A poor monsoon after already weak storage conditions can strain irrigation, drinking water supply and hydropower generation.
Need for Drought-Proofing India’s Economy
- India needs to move from reactive drought relief to proactive drought-risk reduction.
- Crop insurance alone cannot fully protect farmers if drought risk itself remains high. The focus should shift towards reducing vulnerability before a crisis occurs.
Drought-proofing requires:
- Stronger irrigation networks
- Efficient water storage
- Drought-resistant crop varieties
- Better seed access
- Climate-resilient cropping patterns
- Local water conservation
- Timely advisories for farmers
- Strong public investment in rural infrastructure
The goal should be to reduce the dependence of rural incomes on uncertain rainfall.
Way Forward
Strengthen Irrigation:
Expand irrigation coverage, especially in vulnerable districts with poor water access.
Improve Reservoir and Groundwater Management:
Water storage, recharge and efficient distribution must be improved before drought years become severe.
Promote Climate-Resilient Crops:
Farmers should have access to drought-resistant, high-yielding seeds.
Diversify Cropping Patterns:
Water-intensive crops should be rationalised in water-stressed areas.
Use Early Warning Systems:
IMD forecasts should be linked with crop advisories, fertiliser planning and market preparedness.
Strengthen Food Management:
Buffer stocks, imports and price stabilisation measures must be used in time to control inflation.
Support Rural Demand:
Employment schemes, income support and rural credit can cushion the demand shock.
Invest in Climate Adaptation:
Public investment is needed in watershed development, micro-irrigation, climate-smart agriculture and rural infrastructure.
Conclusion
