The Construction and Demolition (C&D) Waste Management Rules, 2016 apply to all generators of C&D waste.

Duties of Waste Generators

  • Every generator must segregate their C&D waste and deposit it at authorized collection centers or hand it over to authorized processing facilities. They must ensure no littering or blocking of public spaces, roads, or drains. Large generators — those generating more than 20 tons/day or 300 tons/project/month — must submit a waste management plan, obtain approvals, and prepare an environmental management plan addressing impacts of construction, demolition, storage, transportation, and disposal. Waste must be segregated into streams like concrete, soil, steel, wood/plastics, and bricks/mortar.

Duties of Service Providers and Contractors

  • Service providers must prepare a waste management plan for their jurisdiction and remove all C&D waste in consultation with local authorities.

Timelines for Implementation

  • Cities with populations over 1 million must set up processing and disposal facilities within 1.5 years of notification. Cities with populations between 0.5 and 1 million have 2 years, and smaller cities have 3 years. Local authorities are responsible for managing C&D waste, providing collection containers, ensuring proper disposal, and promoting use of recycled materials in public contracts.
