BharatNet Project (formerly NOFN)
Background and Objective
- Launch: Initially launched in 2011 as the National Optical Fibre Network (NOFN), it was renamed the BharatNet Project in 2015 under the Ministry of Communications.
- Core Aim: To provide high-speed, affordable broadband connectivity to approximately 2.5 lakh Gram Panchayats (GPs) across India.
- Significance: It is one of the largest rural telecom projects in the world, designed to bridge the urban-rural digital divide and enable the seamless delivery of e-governance, e-health, and e-education services.
Phases of Implementation
The project is being executed in distinct phases to ensure systematic coverage:
- Phase I (Completed in 2017): Connected 1 lakh GPs using underground Optical Fibre Cables (OFC) and existing telecom infrastructure.
- Phase II (Ongoing): Aims to expand coverage to 1.5 lakh GPs using a mix of optical fibre, radio, and satellite technologies in collaboration with state governments and private players.
- Phase III (Ongoing): Focuses on integrating 5G technologies, increasing bandwidth, and enhancing last-mile connectivity.
Amended BharatNet Program (ABP)
Approved in 2023 as part of Phase III, this program introduces upgraded technical architectures:
- Ring Topology: Aims to provide optical fibre connectivity to 2.64 lakh GPs using a ring network design (forming a circular data channel for high reliability).
- On-Demand Expansion: Extends OFC connectivity to non-GP villages upon demand.
- Advanced Tech: Incorporates an IP-MPLS (Internet Protocol Multi-Protocol Label Switching) network with block-level routers and a Remote Fibre Monitoring System to instantly detect network faults.
Funding and Execution
- Funding Mechanism: The project is primarily funded through the Digital Bharat Nidhi (DBN), a new fund that has officially replaced the older Universal Service Obligation Fund (USOF).
- Execution Body: Executed by a Special Purpose Vehicle (SPV) named Bharat Broadband Network Limited (BBNL), incorporated under the Indian Companies Act, 1956.
- Operation and Maintenance (O&M): Under the new ABP guidelines, Bharat Sanchar Nigam Limited (BSNL) serves as the Project Management Agency responsible for maintaining the network.
Current Status (As of 2025)
- GPs Connected: Approximately 2.18 lakh GPs have been made service-ready.
- Cable Laid: Total Optical Fiber Cable (OFC) length laid has surpassed 42 lakh route kilometers.
- Last-Mile Access: Over 12 lakh Fibre-To-The-Home (FTTH) connections have been commissioned, alongside the installation of more than 1 lakh Wi-Fi hotspots in rural areas.
