- The 2023-24 El Nino has peaked as one of the five strongest on record and will continue to impact global climate in the coming months despite a weakening trend, the World Meteorological Organisation said
Key Highlights
- According to the European Union’s Copernicus Climate Change Service, the global mean temperature breached the 1.5-degree Celsius threshold for an entire year for the first time in January.
- A permanent breach of the 1.5-degree Celsius limit, specified in the Paris Agreement, however, refers to long-term warming over many years.
- In its latest update, the World Meteorological Organisation (WMO) said there is about a 60% chance of El Nino persisting during March-May and an 80% likelihood of neutral conditions (neither El Nino nor La Nina) during April to June.
- There is a chance of La Nina developing later in the year but those odds are currently uncertain, it said.
- Scientists closely tracking the development in India have said La Nina conditions setting in by June-August could mean monsoon rains would be better this year than in 2023.
El-Nino
- El Nino — a periodic warming of the ocean surface in the central and eastern tropical Pacific Ocean — occurs every two to seven years on an average, and typically lasts nine to 12 months.
- It is associated with increased rainfall in the Horn of Africa and the southern US, and unusually dry and warm conditions in Southeast Asia, Australia and southern Africa.
Impact on global climate
- Scientists say El Nino typically has the greatest impact on the global climate in the second year of its development — 2024, in this instance.
- The continuing, albeit weaker, El Nino and predicted above-normal sea-surface temperatures over much of the global oceans are expected to lead to above-normal temperatures over almost all land areas in the next three months, and influence regional rainfall patterns, according to a Global Seasonal Climate Update issued by the WMO.
- The current El Nino event, which developed in June 2023, was at its strongest between November and January. It displayed a peak value of about 2.0 degrees Celsius above the 1991 to 2020 average sea-surface temperature for the eastern and central tropical Pacific Ocean.
- This made it one of the five strongest El Nino events ever, though it was weaker than the 1997-98 and 2015-2016 events.
Copernicus Climate Change Service
- The Copernicus Climate Change Service (abbreviated as C3S) is one of the six thematic services provided by the European Union’s Copernicus Programme.
- The Copernicus Programme is managed by the European Commission and the C3S is implemented by the European Centre for Medium-Range Weather Forecasts (ECMWF).
- The objective of the Copernicus Climate Change Service is to build an EU knowledge base in support of mitigation and adaptation policies for Climate Change and Global Warming.
- The goal of the operational Climate Change service is to provide reliable information about the current and past state of the climate, the forecasts on a seasonal time scale, and the more likely projections in the coming decades for various scenarios of greenhouse gas emissions and other Climate Change contributors.

- During a recent review of Pakistan’s $3 billion short-term Stand-By Arrangement (SBA) by the IMF’s executive board, India’s nominee, executive director Krishnamurthy Subramanian, conveyed India’s stance.
- India, which typically abstains from voting on loans sought by Pakistan, reiterated its position during this review.
- Although India abstained from voting during the mid-January review, the IMF still disbursed a $700 million tranche to Pakistan.
- However, India’s government urged Subramanian to highlight the necessity for stringent oversight of Pakistan’s use of IMF funds to the board.

What Does the IMF Do
- It has three critical missions:

How does the IMF help countries

- SDRs simply represent a basket of five currencies, namely the U.S. dollar, the euro, the Chinese yuan, the Japanese yen, and the British pound.
- The IMF carries out its lending to troubled economies through a number of lending programs such as the extended credit facility, the flexible credit line, the stand-by agreement, etc.
- Countries receiving the bailout can use the SDRs for various purposes depending on their individual circumstances.
- Currently, both Sri Lanka and Pakistan are in urgent need of U.S. dollars to import essential items and also to pay their foreign debt.
About SDR
- Special Drawing Rights (SDRs) are supplementary foreign exchange reserve assets defined and maintained by the International Monetary Fund (IMF)
- SDR is not a currency, instead represents a claim to currency held by IMF member countries for which they may be exchanged.
- The value of an SDR is defined by a weighted currency basket of four major currencies – the US Dollar, the Euro, the British Pound, the Chinese Yuan and the Japanese Yen.
- Central banks of member countries hold SDRs with the IMF which can be used by them to access funds from the IMF in case of financial crises in their domestic market.
