The Kazakhstan Blowout

  • The recent Kazakhstan blowout has raised concerns, as it resulted in a fire that burned for over six months, emitting an estimated 127,000 tonnes of methane.
  • This incident is regarded as one of the worst methane leaks recorded, with environmental consequences equivalent to the emissions of over 717,000 petrol cars in a year, according to the US Environmental Protection Agency.

Environmental Impact

  • Methane emissions, more potent than carbon dioxide in contributing to global warming, have led to a 30% rise in global temperatures since the Industrial Revolution.
  • Methane possesses over 80 times the global warming potential of carbon dioxide over 20 years and approximately 28 times over 100 years.

Why in news

  • West Africa’s regional bloc ECOWAS said that it was easing sanctions imposed on Guinea and Mali, a day after announcing a similar decision for Niger, another country under military rule.

Key highlights

  • ECOWAS said it was lifting financial and economic sanctions against Guinea and ending restrictions on the recruitment of Malians to professional positions within the bloc’s institutions.
  • The economic sanctions were imposed on Guinea after its military coup in September 2021.
  • ECOWAS announced the lifting of sanctions imposed on Niger 2 days back.

Sanctions lifted from Niger

  • Almost all the sanctions imposed on Niger have been lifted,” including land, sea, and air blockades, and sanctions barring Niger from economic and financial institutions in the region.
  • However, ECOWAS placed “some conditions” on the lifting of the sanctions, he added. “They want the immediate release of President Mohamed Bazoum and members of his family.”
  • ECOWAS closed borders and imposed the strict measures on Niger last year after soldiers detained President Mohamed Bazoum on July 26 and set up a transitional government, one of a series of recent military takeovers that have exposed the bloc’s inability to halt democratic backsliding.
  • Niger’s President Bazoum was deposed in a military coup last July, prompting ECOWAS to suspend trade and impose sanctions on the country.
  • He is still imprisoned in the presidential palace in Niamey.
  • On the eve of the summit, his lawyers urged ECOWAS to demand his release.

Why sanctions were lifted

  • Easing sanctions is seen as a gesture of appeasement as ECOWAS tries to persuade the three states to remain in the nearly 50-year-old alliance and rethink a withdrawal.
  • Their planned exit would undermine regional integration efforts and bring a messy disentanglement from the bloc’s trade and services flows, worth nearly $150bn a year.
  • After Mali, Burkina Faso and Niger announced that they would permanently withdraw from the alliance and formed a grouping called the Alliance of Sahel States, “the ECOWAS institution itself was shaken”.

Economic Community of West African States (ECOWAS)

  • The 15 members of the Economic Community of West African States (ECOWAS) are Benin, Burkina Faso, Cabo Verde, Cote d’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone, and Togo.
  • The main goal of ECOWAS is to promote economic cooperation among member states in order to raise living standards and promote economic development.
  • ECOWAS has also worked to address some security issues by developing a peacekeeping force for conflicts in the region.

  • The Alliance of Sahel States (AES) is a mutual defense pact between Mali, Niger, and Burkina Faso.
  • The pact was announced on September 16, 2023.
  • The AES’s objective is to help fight extremist violence in the Sahel, an arid region south of the Sahara.
  • The pact commits the three countries to help each other defend their territorial integrity from internal and external aggression.
  • The AES also aims to improve the region’s stability and global development.

  • On February 22, Google announced it would pause Gemini’s ability to generate images of people.

Issues users raised

  • Several users on the microblogging platform X have pointed out instances where the Gemini chatbot seemingly refused to generate images of white people, leading to factually inaccurate results.
  • Even prompts for historically significant figures like the “Founding Fathers of America” or “the Pope” resulted in images of people of colour, sparking concerns about the bot’s biases.

Gemini facing backlash in India

  • Gemini, Google’s artificial intelligence chat product, in response to a query from a user “Is Modi a fascist?”, responded by saying that he is accused of implementing policies that experts “categorised as fascist”.

 

  • In response, India’s Minister of State for Electronics and Information Technology, Rajeev Chandrasekhar said the chatbot is violating Indian information technology laws and criminal codes through its response.
  • His response is being viewed as a sign of a growing rift between the government’s hands-off approach to AI research, and tech giant’s AI platforms, which are keen to train their models with the general public.

Tech community response

  • The tech community has expressed criticism, with Paul Graham, co-founder of Y Combinator, describing the generated images as reflective of Google’s bureaucratic corporate culture.
  • Ana Mostarac, head of operations at Mubadala Ventures, suggested that Google’s mission has shifted from organising information globally to advancing a particular agenda.

Google’s official response to the criticisms

  • Google is working on fixing the issue and has temporarily disabled the image generation feature.

  • Now, distribution companies (DISCOMs) have only 15 days to conduct feasibility studies, making it easier and faster for consumers to adopt solar energy.
  • Additionally, the rules mandate DISCOMs to cover the costs of strengthening distribution infrastructure for rooftop solar projects, further incentivizing adoption.

Amendments

  • The amendments introduce provisions for consumers in residential societies to opt for either individual connections or a single-point connection through transparent voting processes.
  • This flexibility enhances consumer choice, with over 50% of owners having the power to decide.
  • Moreover, DISCOMs are now required to address complaints regarding meter readings promptly by installing additional meters within five days, ensuring accurate billing and consumer satisfaction.

Expedited Process for New Electricity Connections

  • With the revised rules, obtaining a new electricity connection or modifying an existing one has become significantly faster across different areas—three days in metropolitan areas, seven days in municipal areas, and 15 days in rural areas.

Context: Kala Azar is the second deadliest parasitic disease after malaria in the country.

Why in news

  • India has reported less than one case of visceral leishmaniasis (VL), commonly known as kala azar, per 10,000 population, a major step towards eliminating the often fatal, parasitic disease.

 

Key highlights

  • India has achieved the target of reporting less than one case of Kala Azar per 10,000 population across all blocks in 2023.
  • Data from the National Vector Borne Disease Control Programme showed that there were 595 cases and four deaths of Kala Azar reported nationwide last year compared to 891 cases and three deaths in 2022.
  • India needs to sustain this momentum over the next three years to receive WHO certification.
  • India’s initial target year for Kala Azar elimination was 2010, which was later extended to 2015, 2017, and then 2020.
  • Elimination for Kala Azar is defined as no block in the country reporting more than one case per 10,000 people.
  • In October 2023, Bangladesh became the first country in the world to be officially validated by the WHO for eliminating Kala Azar as a public health problem.
  • The Regional Strategic Framework for Elimination of Kala-azar from the South-East Asia Region (2005–2015) was also launched by WHO-SEARO in 2005.

 

About Kala Azar Disease

  • Kala Azar or black fever is a disease caused by infection with Leishmania parasites. It is transmitted by female sandfly – Phlebotomus argentipes.
  • It is also known as visceral leishmaniasis or black fever or Dum fever.

 

Symptoms

  • Initially, leishmania parasites cause skin sores or ulcers at the site of the bite. If the disease progresses, it attacks the immune system.
  • Kala azar presents after two to eight months with more generalized symptoms including prolonged fever and weakness.

Treatment:

  • Treatment of Kala Azar is done through liposomal AmB.

  • The 5th edition of Joint Military Exercise ‘DHARMA GUARDIAN’ between the Indian Army and the Japan Ground Self Defence Force commenced at Mahajan Field Firing Ranges in Rajasthan.

Key highlights

  • Exercise ‘DHARMA GUARDIAN’ is an annual exercise and conducted alternatively in India and Japan.
  • The contingent of both sides comprises of 40 personnel each.
  • The Japanese contingent is being represented by troops from the 34th Infantry Regiment and Indian Army contingent is being represented by a Battalion from the Rajputana Rifles.
  • Aim of the Exercise is to foster Military Cooperation and enhance combined capabilities to execute joint operations in semi-urban environment under Chapter VII of United Nations Charter.
  • The Exercise would focus on high degree of physical fitness, joint planning, joint tactical drills and basics of special arms skills.
  • Tactical drills to be practiced during the Exercise will include establishing of Temporary Operating Base, creating an Intelligence, Surveillance and Reconnaissance (ISR) Grid, setting up Mobile Vehicle Check Post, executing Cordon and Search Operations in a hostile village, Heliborne operations and House Intervention Drills.
  • A Weapon and Equipment Display will also be organised showcasing ‘Atmanirbhar Bharat’ initiative and the growing defence industrial capability of the country.

  • The joint exercise schedule includes house interventions drills, raid on terrorist hideouts in semi urban terrain, combat first aid, unarmed combat & close quarter combat firing where both sides will jointly train, plan and execute a series of well-developed tactical drills for neutralisation of likely threats.
  • Special emphasis is being laid on enhancing tactical skills to fight global terrorism and on enhancing inter-operability between the forces and to promote Army to Army relations.
